Contracted Rail Services in Western Europe

Abstract
Various forms of contracting or franchising of passenger rail services evolve in most West European countries but pace and form vary greatly. In Sweden gross-cost contracts are widely used as opposed to net-cost contracts in other countries. The United Kingdom leads the process of privatising the railways. Germany has a basically positive attitude towards new operators, the Netherlands and Switzerland have a positive but cautious approach.
